NORWOOD, MASSACHUSETTS

How Do I…?

Start with what you need to do. We’ll point you to the right Norwood.ma guide, Town service, form, department, or other official resource.

Search all of Norwood.ma. Relevant How Do I? answers are prioritized on this page.

Food, Housing & Benefits

Access housing and/or food support

If you need food help, start with the Food & Basic Needs section of the Resource Directory. It brings together local food-pantry and meal resources plus public-benefit programs. If you need housing or utility help, use Housing & Utilities for rental assistance, tenant resources, emergency housing, fuel/utility help and related programs.

If you need both, check both sections — eligibility and the agency that can help depend on your household and situation. If you are facing an immediate loss of housing or do not have a safe place to stay, use the emergency/housing resources rather than waiting for a routine application to be processed.

Permits, Licenses & Property

Apply for a building or construction permit

Norwood uses Citizen Self Service (EnerGov) for online permitting and licensing. The Town provides instructions for reaching the portal and, separately, for creating a CSS account. Start with the access instructions; the permit type determines the application and review steps.

Request permission for a block party or street closure

I could not verify a current Town online application specifically for a neighborhood block party. Because closing a public street can involve traffic control and public safety, contact Norwood Police at 781-762-6888 and Public Works at 781-762-1413 before planning the closure. They can tell you which Town approval or permit applies to the specific street and event.

If you also need to change the mailing address associated with a Norwood property or Town account, update that separately with the appropriate Town office.

Become a Town Meeting Member

Norwood has a Representative Town Meeting, and Town Meeting Members are elected from the Town’s districts. If you are a new candidate, obtain nomination papers from the Norwood Town Clerk’s Office. For the 2026 Annual Town Election, new Town Meeting Member candidates needed signatures from 10 registered voters in their own Town Meeting district. Election dates and filing deadlines change each year, so confirm the current deadline with the Clerk before collecting signatures.

Incumbent Town Meeting Members use a different process: for the 2026 election, the Clerk mailed incumbents a Letter of Intent that had to be returned by the nomination deadline.

Schools & Students

Register my child for Norwood Public Schools

Start with Norwood Public Schools Central Registration. New students who were not already enrolled in a Norwood public school register online through Aspen. The district’s registration page lists the required forms, proof-of-residency documents, age requirements and translated enrollment packets. Central Registration is at the Savage Center, 275 Prospect Street; call 781-487-1351 for help.

Request a special education evaluation or IEP for my child

If you think your child may need special education, the first step is to request a special education evaluation — not an IEP itself. An IEP is developed only if the evaluation and Team process find your child eligible for special education.

In Norwood: Norwood Public Schools says a parent may request a no-cost evaluation at the child’s school. Contact the school principal and state that you are requesting an evaluation to determine eligibility for special education. For broader questions, Student Services can also help: 781-762-6804; the district’s Child Find page lists school-by-school contacts.

Norwood Public Schools — Child Find & request an evaluation →
Norwood Public Schools — Student Services →

What to put in the request: identify your child, say that you are requesting a special education evaluation, briefly describe the learning, developmental, communication, behavioral, social-emotional or other concerns you are seeing, and ask the school to evaluate all areas of suspected disability. Keep a dated copy of what you send.

Massachusetts rights and timelines: state law requires written notice after a referral and sets evaluation/Team timelines. DESE’s parent materials explain consent, evaluations, eligibility, IEP development and procedural safeguards.

Massachusetts DESE — Parent’s Guide to Special Education →
Massachusetts — special education evaluation law (M.G.L. c. 71B, § 3) →

Free parent help: the Federation for Children with Special Needs (FCSN) provides free information and individual assistance on referrals, evaluations, eligibility, IEPs, independent evaluations and dispute-resolution options. Its Information Center is 800-331-0688 or 617-236-7210.

If you may need legal advocacy: Harvard Law School’s Education Law Clinic / Trauma & Learning Policy Initiative represents some parents and guardians in special-education matters involving children affected by family violence or other adverse experiences. It is not a general substitute for the school referral process and representation depends on the clinic’s scope and capacity. The clinic lists 617-998-0106.

How do I report odors from the asphalt plant?

If you smell odors from the asphalt plant, report the complaint to the Norwood Health Department at 781-762-1240. The Town asks residents to provide when and where you smelled the odor and to rate how strong it was on a 1-to-5 scale, with 5 being the worst. The Health Department can investigate the area and the plant and notify the plant of the complaint and its findings.

You can also report the odor directly to the plant at 508-509-6034. Because the facility is licensed and monitored by the Massachusetts Department of Environmental Protection (MassDEP), you may also file an environmental complaint with MassDEP. MassDEP identifies itself as the primary responder for outdoor air-pollution complaints involving large commercial, industrial and manufacturing facilities.

Tip: Write down the time, exact location, odor strength (1–5), how long it lasted, and anything else you noticed. Those details make the complaint easier to investigate.

Find sex-offender registry information for my neighborhood

Use the Massachusetts Sex Offender Registry Board, not a commercial people-search site. The state’s public registry allows searches for publicly available Level 2 and Level 3 offender information, including geographic/neighborhood searches. Massachusetts notes that the online database does not contain every Level 2 offender.

For a more complete local inquiry, you may request information from your local police department about whether publicly disclosable registered offenders live or work in the same city or town as a specified address, or on a specified street. Bring valid identification if making the request in person. The state limits what information may be released based on classification.

If the tree is on wires: stay well away from the tree, wire and anything they are touching. Call Norwood Light at 781-948-1100; call 911 as well if there is an immediate public-safety danger.

If a tree or large limb is blocking a road or creating an immediate traffic/public-safety hazard: call 911 so Police/Fire can secure the scene and coordinate the appropriate response.

For a non-emergency fallen tree, hanging limb, dead/dying Town tree, or other public-tree problem: report it to the Town through the official Norwood app’s “Report a concern” feature, or call Norwood Public Works at 781-762-1413. DPW’s Highway & Parks operation is responsible for Town roadway/park maintenance and removal of dead and dying public trees.

If the tree is entirely on private property and is not affecting a public way, Town property or utility lines: it is generally a property-owner/tree-service matter rather than a DPW service request.
